Rule 24
Clarifications may be sought or given
(1) During the discussion, any member may ask for clarification through the Speaker if he deems it necessary.
(2) Notwithstanding anything written in sub-rule (1), any member may give an explanation on a matter related to him for the information of the House with the permission of the Speaker. But by giving such an explanation, no controversial issue can be raised.
(3) There will be no further discussion on the explanation given under sub-rule (2).
